In 1999, the St. Mary Parish Chamber of Health Coalition was formed to identify barriers to healthcare services in St. Mary Parish.

Community surveys and forums were held on addition to a formal telephone and interview survey conducted by the Acadiana Health Informatics Center at the University of Louisiana at Lafayette (Health Access Barriers in the State).

The Chamber identified five key areas of need for residents of St. Mary Parish in which ByNet's current initiatives were created.
